Devoe holds a master's degree in Constitutional Law from the University of Valencia and a master's in Democracy, Human Rights and the Rule of Law from the University of Alcalá. He previously served as Venezuela's representative to the UN Human Rights Council and to the Inter-American Commission on Human Rights, and as executive secretary of the National Human Rights Council (CNDH).
For foreign-investor and compliance teams, the Fiscalía under Devoe is the criminal-prosecution counterparty on PDVSA-corruption proceedings (including the ongoing PDVSA-Cripto case against former Vice President Tareck El Aissami) and on prosecutions involving foreign companies operating in Venezuela.
